Challenge
When MACA first went to RFP for their groundbreaking project, their existing paper and Microsoft Access based system was several years overdue for integration in a new workflow management system. MACA began their IT search with a fixed mandate to improve existing computer services to their staff, and to integrate paper application data with their extensive GIS capabilities. The existing lands infrastructure did not adequately support MACA's Lands Officers in their day-to-day activities, affecting the preparation of legal papers for lessors, calculations for billings, and other critical business tasks.
Our Northern Solutions team consulted with MACA directly to build a complete catalog of all land-related tasks and procedures performed by Lands Officers throughout the 6 regional offices of the Northwest Territories. This corporate knowledge was translated into a working system, complete with MACA's essential business rules.
Today, by using Exdocs, Lands Officers can quickly investigate the immediate status of any parcel in the entire NWT jurisdiction, even while potential applicants are on the phone. An intuitive Exdocs interface assists Lands Officers with the creation of new legal documents: users can build leases or permits by simply choosing from a list of optional clauses - the system then automatically enumerates the final document, ensuring that no errors are present. Exdocs enables MACA to access its data immediately, with a number of powerful search tools, and comprehensive reporting. The calculation of annual lease amounts and amortizations has been completely automated, as has a Bring Forward system designed by MACA to ensure that all legal instruments are renewed and recalculated at appointed deadlines.

Challenge
The Inuvialuit Land Administration is one of Canada's most remote land administration organizations, facing a number of logistics and communications challenges unique to their area. A very small team of land experts is responsible for coordinating an area of land greater than the combined size of France and the United Kingdom. With limited bandwidth, manpower, and corporate expertise with information technology, the ILA were seeking a simple, flexible solution to their current administrative challenges, that would grow along with the land and its people.
Exdocs Northern Solutions conducted a number of long distance interviews with various remote offices to establish a working pattern, out of which grew the framework for ILA's Land Use Administration System. Currently, LUAS manages all incoming applications for projects of any size and nature. Relevant regulatory bodies and interested parties, from specialized environmental assessment groups to hunting and trapping communities, are kept apprised of all project progress through automated Exdocs notices.

About ILA
The ILA is the division of the Inuvialuit Regional Corporation (IRC) responsible for managing and administering Inuvialuit owned lands in the Inuvialuit Settlement Region (ISR). The ISR is the area of land and water subject to the land claims agreement known as the Inuvialuit Final Agreement (IFA), settled between the Inuvialuit and the Government of Canada. The legislation implementing the IFA is the Western Arctic (Inuvialuit) Claims Settlement Act, 1984. The Inuvialuit are the aboriginal people who have traditionally used the land within the ISR.
