YESAB was established under the Yukon Environmental and Socio-economic Assessment Act (YESAA), which came into force May 13, 2003. The Act sets out a process to assess the environmental and socio-economic effects of projects and other activities in the Yukon or that might affect the Yukon. This is a requirement of Chapter 12 of the Umbrella Final Agreement and Yukon First Nations' Final Agreements.

The Government of the Northwest Territories Department of Municipal and Community Affairs (MACA) is mandated to support capable, accountable and self-directed community governments, providing a safe, sustainable and healthy environment for community residents. MACA is responsible for Commissioner's land in the Northwest Territories.

The ILA is the division of the Inuvialuit Regional Corporation (IRC) responsible for managing and administering Inuvialuit owned lands in the Inuvialuit Settlement Region (ISR). The ISR is the area of land and water subject to the land claims agreement known as the Inuvialuit Final Agreement (IFA), settled between the Inuvialuit and the Government of Canada. The legislation implementing the IFA is the Western Arctic (Inuvialuit) Claims Settlement Act, 1984. The Inuvialuit are the aboriginal people who have traditionally used the land within the ISR.
